I figured out that it was very hard to get this value be about -1V. Does it change anything if I keep this value about -2.5V? (I am scanning using negative bias, the positive bias worked fine).

If you refer to the directions on the website in the User Manual -

At the beginning of output measurement, it is normal for the value to be close to a maximum at first. This current will decrease with time, but it can sometimes take as long as 15 – 20 minutes for that to occur. If the current has not decreased appreciably within that time frame, the potential may be decreased by 0.1 V. As long as the output is below +/- 2 – 3 V (the sign of the current should match the sign of the potential), the scan should run successfully.

So you should be fine with -2.5V. Did you read somewhere that it should be -1V? I want to make sure we are consistent. Thanks,
